Cool colours are often described as "blue-based", but I like to think of them as "non-warm" colours, in other words colours without any yellow pigment.
Colours like green, blue and red can be considered either "warm" or "cool", depending on the amount of yellow they contain. Olive green, for instance, is considered warm, while mint green is considered cool.
Black and white are both classified as cool colours, since they don't contain any yellow. Grey is of course also cool, as it is a mixture of black and white.
